Core module: Money and property

Registered NDIS providers audited by certification: registered for early childhood supports, specialist behaviour support, implementing behaviour support plans or regulated restrictive practices, or specialised support coordination. An individual or partnership whose only certification requirement is early childhood supports meets only Core clause 7 (freedom from abuse) and Module 3 (Rules s 20(4) and (5)).
NDIS Practice Standards and Quality Indicators on the standards library
The NDIS Commission's review of the Practice Standards (a proposed quality framework and changes to the standards and how they are assessed) is still being considered; nothing from it is in force.
Core 25 applies where the provider has access to a participant's money or property (Core 25.1).
Where the provider has access to a participant's money or property, it develops, applies, reviews and communicates processes that manage, protect and account for it, and uses it only with the participant's consent and for purposes the participant intends.
- Participant money handling policy and procedure
- Transaction ledgers with receipts and reconciliations
- Signed consent for each type of money or property handling
- Records of audits of participant funds
- Missing receipts or unreconciled balances
- Shared household purchases charged without consent
If required, the provider supports each participant to access and spend their own money as the participant decides.
- Support plans describing the help needed with money
- Records of supported shopping or banking activities
- Participant interviews about control of their spending
- Workers deciding what participants may buy
- Participants with no access to their own funds
The provider does not give participants financial advice or information beyond what is reasonably needed under the participant's plan.
- Code of conduct or policy prohibiting financial advice
- Worker training records on financial boundaries
- Conflict of interest declarations by workers
- Workers advising on investments, loans or wills
- No guidance to workers on where advice must stop
