Who it applies to

Registered providers of specialist behaviour support (certification). Implementing behaviour support plans or a regulated restrictive practice is a separate registration question and brings Module 2A.

The NDIS Commission's review of the Practice Standards (a proposed quality framework and changes to the standards and how they are assessed) is still being considered; nothing from it is in force.

The provider works with each participant and their support network to complete a behaviour support assessment that identifies unmet needs, the function or purpose of behaviours, and strategies to address behaviours of concern.

  • Functional behavioural assessment reports with data sources listed
  • Observation records, ABC charts or interview notes used in the assessment
  • Records of participant and support network involvement in the assessment

  • Assessment based only on file review without observation
  • Function of behaviour not stated or not linked to strategies

Behaviour support plans take into account every appropriate source of information, including the behaviour support assessment and, with the participant's consent, input from the support network, implementing providers, and assessments by other collaborating and mainstream providers.

  • Health, psychiatric or allied health assessments held on file and cited

  • Relevant medical or psychiatric information missing from the plan

Behaviour support plans are consistent with evidence-informed practice and include proactive strategies, not only responses to behaviour.

  • Plans with proactive, skill-building and environmental strategies set out
  • Clinical supervision or peer review notes on plan quality
  • References to evidence or practice guidance used

  • Plans dominated by reactive strategies
  • Quality of life or skill-building goals absent
Module 2 5.4Assessments and plans (specialist): interface with mainstream servicessource

The provider considers how the participant's reasonable and necessary NDIS supports interact with any other supports or services from general service systems, and develops strategies and protocols to integrate them where practicable.

  • Plan section describing interfaces with health, education, justice or housing services
  • Protocols or agreements with mainstream services for the participant
  • Contact records with mainstream services

  • Plan ignores school, hospital or mental health service involvement
  • No agreed protocol where mainstream staff use the plan

Behaviour support plans are developed in consultation with the providers who will implement them, and each plan is given to those providers to consider and accept.

Evidence that typically shows this
  • Consultation records with implementing providers during drafting
  • Plan distribution and acceptance records from each implementing provider
  • Comments received from implementing providers and how they were addressed
Common gap to check
  • Plan sent without consultation and no acceptance recorded
  • One implementing provider omitted from distribution
Module 2 5.6Assessments and plans (specialist): plans with regulated practices lodged with the Commissionersource

Every behaviour support plan containing a regulated restrictive practice is provided to the Commissioner within the time and in the manner prescribed by the NDIS (Restrictive Practices and Behaviour Support) Rules 2018.

  • Commission portal lodgement confirmations for each plan
  • Register of plans with development, lodgement and due dates
  • Exception records explaining any late lodgement
