Requirement, our statement of the clause

The system must let any person, including anonymously, complain to the provider about its supports or services, give an easy and accessible way to make and resolve complaints, and make sure appropriate support and assistance is given to anyone who wants to make, or has made, a complaint. The process may vary with the nature of the complaint.
